The University of West Indies (UWI) Cave Hill Campus has become a leader in tertiary education in Barbados and a beacon of academic excellence throughout the region, as well as internationally. In 2013 Cave Hill celebrated its golden anniversary and reflected with pride on its contribution to regional development and the uplift of the Caribbean people.
The campus is located on 98.12 acres. The main campus is located on 47 acres of elevated scenic property overlooking the capital, Bridgetown, with a further 33 acres of land contiguous to the existing campus, overlooking the crystal clear Caribbean Sea. This site houses state of the art sporting facilities including a FIFA rated football field, an IAAF rated athletic track, cricket training facilities, sport labs and gyms.
The campus was originally designed to accommodate approximately 500 students. However, the demand for quality education coupled with the campus’ growing tradition of excellence has seen an exponential growth in the number of students, ranging from 7,000 – 9,000 students per annum.

Due to increased international student demand, UWI is seeking to build another student accommodation block and wanted to use the Private Public Partnership (PPP) structure as a means of securing a financed solution. ACE has assisted in the structuring of the project and put together a suite of documents to allow the project to be procured in a cost effective way. This includes the following:
Following initial meetings to understand UWI’s requirements, we set out our understanding of these elements. A series of review meetings were conducted as we developed the various documents, following which amendments were made until the final documents were agreed and made ready for use with selected tenderers.
Upon receipt of tenders we assisted in the assessment of the documents received.
UWI was able to draw on our extensive knowledge to put the proposed project structure together and assist in realising its desire to procure this additional block of student accommodation.
